Additional Rule Changes & Moving Forward

After much debate, there have been more (and hopefully the final) changes to the rules.

1. Your commander is a rare or mythic non-legendary creatures.
This was changed from being any uncommon creature, legend or not. The main reason for this change has to do with the rest of the deck; it didn't make much sense for a good chunk of your deck being the same rarity as your commander. And the for it being a non-legendary is because your commander should be a "no-body" who has yet to make their name in the game yet.
Allowing mythics required a lot of arm-twisting to me, but a ban list for certain mythics is an extremely strong possibility, I'm looking at YOU Blightsteel Colossus. And also a majority of the mythics that seem really powerful were once rare anyway (Snapcaster and Tarmagoyf to name the two biggest); so rather than ban an entire rarity, we decided to pick and choose as things developed.

2. Up to 20 uncommons are allowed in your deck.
This has been upped from 14 and felt necessary. When I picked 14, it was just an arbitrary number so bumping this up a bit wasn't too much of a big deal. It was discussed to abolish this completely and allow any number of uncommon cards, but that just seemed to open up an even bigger can of worms. Plus, I find it good to have restrictions that you need to work within which help allow for more creativity.

3. If at least one half of a non-legendary rare/mythic is a creature, it is a legal commander.
While only one card currently falls under this rule, I felt that it was good to create for the future. I enjoy Pauper EDH, but the fact that I couldn't use Autumnal Gloom was very disappointing for me.

And those should be the final rule changes until we work on a ban list. Expect articles focusing on actually playing Peasant EDH in the near future.
